Depends. If you have hero like DK, pl, alch And similar, who uses soulring, it Is great. Helps you to negate the effects And help you sustain. Interesting item generaly for any hero ego might find a use fór Burst heal/mana.

Than you have here Heroes like medusa, arc, sf,qop, Storm, od, who use spells a lot. So against them as well good pickup. If they have roaming supports like SS, SD, aa etc, they Will feed your wand to.

I didnt use it before, but with that HP Regen it Is usefull.

I have bought wand in every game in 7.07 and have 55% win with it.

i'm doing that to every hero mid int ranged hero honestly,puck qop etc etc
bottle is just so bad unless you can get every rune
if i'll need a bottle i will just buy it after those items
then again,i don't really play int mid ranged heroes that much
