I feel u.. when i win 4-5 games in a row the probability that it will be the next tier is like 50% at 5 wins, 80% on 6, 90% on 7.

Every game should be about 50% chance to win, its not always the case with the occasional retarded lineups, that's how MM works. There is no win 5 games = put against iG stack or something. However you are likely to have moved to a slightly higher DBR and be facing some tougher opponents. Alternatively, there are actually separate brackets.

In HoN, when I was at about 1660-1700 rating, I was the top player (at least on my side) for the majority of games, and as I started to breach 1700, I was then the bottom ranked player in a lot of games, and obviously the overall skill level was generally higher too.
