roshan spawns every 12 minutes, in replay it shows it, I may be wrong but i'm sure it's like that or when you obs/broadcasting.
kongor = roshan (in some other language or something) and i thought it spawns every 6 minutes? lol
and if i understand you correctly, that ring around sniper was a change you can make somewhere in the dota 2 steam folder (C:\Program Files (x86)\Steam\steamapps\common\dota 2 beta\dota\cfg). It basically shows the cast range of whatever spell

About mods, u can search on google for them.
U can also mod it to right-click deny, show a permanent circle and others, show ping and others

Ok was watching a replay, thought it was a wierd bug, but this sniper was using some sort of spell range mod. He had a ring around him etc. Also heard there was a Kongor.. jk a roshan timer mod is it true?
