Nice engrish! DBR is flawed cuz of the private settings. Not because or Russian DBR or SEA DBR. If anything is flawed about DBR it's the starting DBR people get from making new 'experienced' accounts.
You are wrong, as long there are good russian players with high rating (idk, navi pubstomping), you can always get rating by playing against them (assuming you are high nuff to get into game with them).
Ad ferrari&asoc: they really don't play matchmaking.
IG actually plays a lot of matchmaking, not zhou though but the other plays have quite a few hundred games.
the thing is though that because mm is based on team values if your team value is overwhelmingly high...such as IG stack then 10 wins = very little improvement in DBR, conversely if you soloque each win is more.
This is why Chuan for example has a very high DBR cus he doesnt stack with his team, where as ferrari, faith and yyf play with eachother quite a bit.
yeah like plaing on us servers and having high dbr is uber easy
while playing on europe is so much harder to win

The DBR calculates your rating relative to the players in the game. Hence it does not take into account players from different regions.So noober regions like Russia having players the same rating with players from SEA would most likely be noober.Do u mean to say Singsing is better than players like ferrari n burning who arent on the top 50 dbr? Bullshit.
