You do realize these ratings are actually made by Valve and dotabuff is just displaying the numbers, right?
Rating is done by valve. What I hope dotabuff will do is filter out teams which did not play any game last few weeks. Many inactive/semi-active teams are just camping their rank avoiding playing more games affraid of losing rating.

Is Dotabuff still working on improving the team scoring scheme?
It seems to have plenty of problems. Here is a prominent example.
http://dotabuff.com/teams/416969 Chains.Stack, a team that has made it into Phase 3 of the G-1 league in china, still has no rating after playing 9 games against rated teams.
In fact they are 2-0 against the #5 team on the dotabuff stats list Malayallstar, but got no points from it. On the other hand IG's only rated game is actually beating Chains.Stack under another alias J-Tinker, but this one rated game got them the #1 spot. This is very inconsistent.
