IC this will be part a the new "handicapped" dota. Instead of getting matched into harder games when you win and easier games when you lose...wins and loses on each hero will adjust your handicap on the hero.
So if you lose a lot, you dmg and stats gains go up, your cds go down, your stun durations go up, aoes go up and so on...until you can win with the hero.
900 radius 500 damage 80 second cooldown.. ravage on steroids. maybe give it 10 minute cooldown
IMO make Skewer deal additional distance damage like Rupture and give Skewer 5000 range.
Shockwave AOE into Sonic Wave AOE and make it aim like Rocket Flare with the same range.
Empower should give 600 Splash to ranged heroes, CD halved, 50% extra damage to structures.
Agi gain to 4.2.

change skewer with some kind of mana regen so he doesnt need arcane boots (so he can go PT) and change RP radius to 1200 so he doesnt need blink and just sucks in everything from around
change basic attack animation to RP with a radius of ~ 800. stun also disarms opponent for the rest of the game (reverse polarity, the magnetic fields are now on magnus, so he takes their weapons)
Increasing the radius will just make it easier to dodge with manta style.

Perhaps an upgrade to his other skills?
I think Empower should not only add a % based boost to Magnus (which of course needs to be improved) but also remove that same % from the enemy heroes.
Something like this;
Give ALL allied units bonus damage and cleave on attack and splash damage and slow and mini-stun.
Removes the same % from enemy attack damage (global).
Cooldown: 1/1/1/0
Mana: 15/10/5/0
Bonus damage (and slow): 25%/50%/100%/500%
'Mini'-stun duration: 0.5/1/15/50
Shockwave quite obviously needs some subtle changes too.
Any enemy hero hit by shockwave becomes muted for 48 hrs (stacks). Cooldown reduced by 2 seconds for every enemy hit in the game.
Damage: 100/500/15000/OVER 9000
Mana: 6/6/6/6

make the magnus ult aoe global, would be funny how everyone would just end up exactly in the middle of map. In addition to that tidehunter is ready there with his ravage, void unleashes his chrono on them and starts hitting, death prothet unleashes her ult of death and then zeus ults with refresher orb twice while having a picnic at the fountain.
@Scoots, why not pull them into the fountain, and u don't need much heroes, ofc if they r lvl 6 too
It works for 4-6 secs, and if RP is Global, then he can just chill until these seconds wore off
i got another suggestion
pulls everybody to the middle of the map, including allies, after that a huge earthquake follows, the ground crumbles the fountains destroyed and the river's upheaved. huge water torrents burst from the river causing tsunami across the entire fucking map, then extremely powerful physics on the water and shadows causing everybody who doesnt have a gtx titan to crash and their pc explode

What I really want to see is a special 10 v 10 mode. Double every creep wave and jungle spawn too so the xp and gold scales with it.

Lol Magnus's ulti is already one of the most imbalanced spells in the game. There is a reason he is picked/banned in 100% of all pro games since he was accepted into the hero pool. He's imba as fuck.
Troll thread so I'm going to feed it even more. How about you can take his ult on level 1 and it's a passive which deals 100k damage per second globally, kind of how heartstopper aura works.

well.. if it sounds a little op then valve should decide like a range in miles of radius people die around you
that damage nuke at 300 at level 1 RP. Are u fucking kidding me? Its like go mid, take level 6 at 5min and oneshot ur opponent at the same time with RP.

New effects: The enemy gets so confused being negatively stunned that they hit themselves. Summons a fountain at your location. If done near the border of the map, sucks people from another game.

i feel like this skill is hard to land even with blink, at the most i can hit 3-4 but that takes waiting, so what im thinking is
