i agree, add a 5th skill on ursa.
may i suggest elder titan's stomp dealing 360 damage for one unit, if enemy gets stomped by both the spirit and titan, it deals 720 damage and full 5 second stun as well.
that will balance it if ursa gets a 5th skill
...the thing is, dota used to actually have stuff like this. I have an old warcraft map with the old heroes...they have things like 80 sec magic immune with 100 sec cd, 10 sec net, 8 sec aoe stun with 20 sec cd...omnislash that hits 15 and does a 3x crit on each one, 3k dmg nuke that hits a 1500 aoe, summons better than LD spirit bear (and you get 3 of them), single target nuke the just outright kills you from full health if you have fewer kills than deaths...um DK with 3 sec cd, 10 mana cost 1000 aoe nukes (actually has 8 different ones), ...sleep yourself (becomes invunerable and regains all mana and hp in 20 sec), so many crazy OP skills, oh oh yeah the best one... its an ult, targetable nuke that throws any target into your fountain from anywhere on the map 2 min cd on that one.
Arrow is perfect the way it is - deals massive damage, a long stun duration, and is difficult to land. Same balance mechanic applies for Pudge's hook - massive damage and teamfight distruption is offset by the difficulty in targeting.
Oh better idea, you can select difficulty in dota2, dependant on hard medium or easy, its either normal, targetarble or op^^

And I remember that day I was watching Merlini's stream, they were playing dota 2 on a different platform, where the heroes abilities were different, Naga had ravage with maybe 3000 AoE and stuns for maybe 10 sec, and Daedalus crit was 20x I think, many more stun, like 2000 AoE sunstrike, Global Storm hammer (sven's stun), etc.
