Nevertheless it is still possible to do it...but its really going to be tricky now and "computationally expensive". My simple method will not be sufficient with the skill bracket blocked.
There are two ways to take this kind of change. One way is to be cynical and conclude that Valve is determined to make things worse and hide the problems. However it's also possible that they just want some privacy to actually test changes and improvements. Let's hope this is a sign they will attempt to fix it.

people complain that the brackets don't mean anything while valve states several times that they don't use those brackets for anything
but replay categorization (as a rough indicator) and people continuously use it as a skill measurement, for which it was never intended for
then it 's getting sort of removed and the same people saying it was bullshit cry that it's gone

@Relentless Good thing DB didn't throw resources at a new DBR, now that it is even more uncertain.
It would have been nice if the system you proposed got implemented. I understand the maths behind it, but my only concern is that the trash matches would severely destabilize it. In terms of actual data, a significant number of games go for less than 15mins of which the outcome is not based on skill at all (leavers). If DB could reliably filter those, then your old system would have been pretty good.
Now however, we have to give up on trying to rate people. The three tiers was not enough anyway to reliably approximate skill. We would preferably need 5 or more tiers of skill.
It appears that the Skill brackets are still being used, but hidden. Maybe they have changed the distribution.
I was just checking on some games for Slark...just a rough check of the last ten minutes. There were
4 Very High... 9%
10 High......... 23%
29 Normal..... 67%
I really need to look at a much larger sample to be sure. But it may be that they are experimenting with the MMR in some way.
How were you checking relentless? I don't have a client on me to experiment with.

Unfortunately the servers are crashing so much I can't complete the searches I need to do this between disconnections. I think they must still be screwing around with something.
With the last update the recent games tab appears to have been disabled, except for searching a specific game ID. Every combination of inputs returns "no results". Now I can't check skill brackets at all. Maybe that was intention and they failed to block all methods on the first attempt.

First removing dbr, then you cant see wins or level , now you cant even see bracket. why dont they just hide everything !?!
i got my new lossstreak rekord after the patch 9 games 9 losses (full with trolls/flamers/naps) i was playing very high b4 now it seems i´m playing in the retard bracket - but go on valve soon i will hide dota 2 ....

Well now that the skill brackets are hidden we have even less proof how much the mm system sucks.
Valve really thinks, that they can hide shit and that we are stupid enough to not notice. Im just waiting for the next patch so state something like 'mm fixed', while they didnt do shit.
