offlane because battle hunger is a bitch, Blink is a better item because it carries you over into the late game a bit better, as well as giveing you team fight initiation.
Blink ---> call--> die --> your team gets a 1 for 5 trade

Damage block from vanguard only applies to right click attacks if I remember correctly, which Axe is near invincible already to with berserkers call.
Don't over-estimate Battle Hunger, Axe has some much better tools in his arsenal. A point of Call in the lane means you can punish melee carries heavily when they go for last hits. Simply call them when they do and then spin in their face to assert dominance.
This will either:
A. Zone them out, crippling their farm.
B. Murder them.
Battle hunger is unreliable and can be taken off with a last hit, this will pretty much happen instantly against a trilane or even just a ranged hero.

This thing I'm assuming that axe effectiveness will fall late game <- read ASSUME
Vanguard / Blink?
Vanguard 1975 (- the early stout shield) ( vanguard early! but less initiation )
Blink 2150 ( good initiation early game but more squishy )
And which lane would you go to? offlane?
