If you get level 15, dont use it and than get 16, and than you put that first point into your ult you levelded witg your 15th level
Its not a bug, its very simple He used his 15th skill point on his ult And his 16th on stats because he achieved them both at the same time and just used his point in ult first.

One of my recent match (738589017) shows that slark leveled level 3 ult at lvl 15.
