it has to be 50% higher than his agi.
so basically if you have 100 agi, you have to have 150 str for max stun.
btw how is that imbalanced, if he morphs strength all his damage is like 100 from stun + waveform and he can't autoattack after that
It just seems so silly utility wise XBOCT went utility in this game http://www.dotabuff.com/matches/1109633958 and it just struck me how he could casually get 4 second stuns and still deal ok damage and they burst down a guy like nothing.
naturally this seems like a joke build but even then it just seems so silly how effective the stun is

not necessarily, when u hve 100 agi, and u start morphing str, u lose ur agi. so 54 str is enough for 4.25 sec stun
after the update i usually keep my str and agi balanced in the middle when playing morph. plus most of the time i dont build eb.
i build late carry items and not the shotgun build

Do you need to convert all of your str to do it or is there a fixed number for this, it seems really imbalanced if you just leave your str on that number and you get a guaranteed max duration ck stun on anyone in a teamfight.
