build shows what order you skill, not what level you get a skill. If you're level 6 and have 3 unspent skillpoints it won't put all the skills you skill then on 6, but go in the order you place the points.
This usually happens when a support roams a lot early and fails to make any good gank and end up level 3 at like 10 min in, and just from a single big fight then he can gain multiple levels.
