probably because the artists just create too much stuff that looks like something extremely valuable
look at genuine armlet on ck or scythe of vyse on prophet for example. or arcana lina. these items were valuable because they were unique. now every other set has some custom icons or particles or some other shit

Some heroes have gotten far too many cosmetics but the popular ones ironically are the ones who have missed out. There haven't been so many Meepo sets released and all the good sets are perfect world.
