u need experience trophy of 50 or according to what i saw at least 130 games to get at least experience lvl 49

My friend recently started playing dota 2 and he wants to play ranked gmaes, but the new item level kinda confuses me. On source 1 u needed lvl 13 to play ranked. How many games or levels does he need to start playing ranked?
