google "dota 2console commands to lower ping", close all the other tabs when u r in game, check the active processes and close the ones that are not necesary to actually run dota.
One of my net problems was that many people used my internet. I started using netcut. It will settle yr ping to 180~220
-Buy a new Internet Router/ or even get a new Internet Connection
-Play on automatic choosen Servers by dota with the best Connection
-check other games for the ping
-check the dota 2 settings there is a point about your Internet that you can activate
If you think youre not lagging because of precarious background services then you should go get a new internet connection.
Try Smart LTE its good unless you live in some mountain village far removed from the convention of civilization
Also check if your filthy neighbors from the slums are hijacking your internet connection I know someone who had it this way

ping reducers don't fucking work unless your ISP is brain damaged
might be interference if you are using Wireless. try using a cable directly to your router and see if the problem goes away
Life-saving advice:
* Most latency fix programs are bs. Use Leatrix Latency Fix and TCP/IP Optimizer.
* Disconnect your modem (Ethernet pls) and reconnect until good ping.
* That's it.
