Better question, since his Q can target allies now, if you use it on an ally right next to the repelled enemy hero, does it purge the Repel?

^ Yes you can, since the purge AoE of Fortune End still applied to the enemy even though you are targeting your ally.

you can also use it on the enemy carry f.e., and if htey use repel while youre charging/its flying to him you can still purge repel anyway

U can dispeel repel with q if the repel was used later than ur q

Just blink next to him and purge yourself. Also stops Sandstorm.

With the CD reduction and the ability to target allies Oracle's Q has become really strong.

I'm not flaming but you know you could've tested this in a lobby in a couple of minutes? If you don't know how to its well worth spending 10mins to find out how.
