I think the main reason they haven't done that is because it's near impossible for an algorithm to tell apart smurfs/bought accs from normal players. Just winrates and amount of games aren't exactly a good indicator for smurfs/bought accs either. Being a new or toxic player can also yield the same statistics.
There's just nothing much we can do about this. You either need to figure out a practical solution, or you just deal with it.
A faulty smurf detection system wouldn't take a lot of time to code, yes.
But when it comes to successfully detecting smurfs 99% of the time, I still think it's near impossible.

volvo is only interested on competitive scene and make money by tickets, hats, and shit. Also they made MMR to avoid this kind of problems, it's way simpler , bad mmr= shit player, good mmr= good player.
I bought 4.3k account when I was 2.5k and I don't lose any rating points after 100 games. And I think I really boosted my skill with this, so, why not? Ofc 1k player will suck on 6k, but this is really rare case.
Lol Some Smurfs are also Good. I Pick Supp when I knw I cant carry the game and I dont get involved in too many ganks usually I stack camps and help mid to refill is bottle and yea WARDSSSSSSS
^ Also you can play on some solo heroes like broodmother/techies/tinker with same result if you are good enough.

This game needs an accountbuyerdetection and a better smurfdetection. Its incredible how many games i lost the last 2 days with teammates below 200 games and a winrate below 50%.
