I usually buy tranquil boots when I am position 5 but if I am position 4, I only buy Arcane Boots when I will be buying Lotus Orb, Greaves or if my teammates needs it.
arcanes are too expensive for most supports and unless they need another item build up buy the energy booster its not a good item. even the cores just carry around clarities (like tinker, you hit lvl 20 and BOOM! clarity gives fucking 12 mana/sec). also since its more of a tempo game you can move around the map faster and do not have to shrine or go to base.
there are still some heroes that need arcane boots (for me its pangolier, no other boots are good on him :-D) or in certain lineup (you play against a dusa, magina orinvoker) then a pair or two of arcanes can work wonders :)
it is all about clarity changes , and back packet . you can have always 2 calrities in backpack , no need for mana boots at all.
the only reason you would go manaboots is only if you planing on going greaves later.
Yeap, the clarity change really helps supports who are mostly INT heroes. Sky can finally solve his mana regen problem and rush Atos or Veil too.
Although I always get stuck at two nulls or bracers
why would you buy nulls on supports tho, it is such a waste of gold, there is so much you could buy worth a veil imho
manaboots are really fucking bad right now, not only almost noone on ur team needs constant mana refill because every core is sitting on clarities 24/7, the mp restore also doesn't scale while clarities scale like crazy, tranquils got a way better buildup than they did previously because noone bought armor ring just for the sake of it but every other support buys windlace
thats mostly the problem with clarities and windlace though and not arcanes/tranqs

Are you serious? I rage every game when I play core and run out of mana while my supports all buy up with Tranquil. A normal team should have at least one Arcane Boot to function properly.

Been watching DAC and because of the clarity changes, almost every single support just buys tranqs over Manaboots.
Anyone else been favoring them? Even on a hero like skywrath i've seen them, and thats a hero that i thought you 'had' to go manaboots
