From my experience Ursa spammer over 8000 games. It's the best item for Ursa before 60 minutes. 
If you die, you can get your gold back by using the Philosopher stone while dead.
Only useful if your hero doesn't do physical attack damage.
I use philosophers stone because it's a step better then lvl 1 mana item.. That it gives -damage isnt a problem because most supports do damage through spells and are useful because of stuns, slows, heals etc!
On Pos5? Yea I think it is. Generates a lot of gold over the course of a game which is critical to you getting items to help the team.
how about the stats of philosophers stone now? still reducing damage? it makes, farming and war harder.
I usually carry it with another neutral item. When fights start, I swap it out with the other neutral item, so that I don't have reduced dmg during the fight.
